LIFE ONLINE COURSE - Inequality, Social Protection and the Labour Market in the New Global Crisis

The Strategy Plan for Gipuzkoa 2020-2023, drafted at the beginning of the present provincial government’s term of office, set out a bold vision: “Gipuzkoa aspires to become the community in Europe with the lowest levels of inequality”. Until just two months ago, we were making good progress towards this objective: following the previous financial crisis, Gipuzkoa had a Gini coefficient of around 25% (25.3% in 2018), and in overall terms, the indicators for poverty and social exclusion were positive.
Now, however achieving that vision has become a much greater challenge. Following the global health crisis of the COVID-19 pandemic, we are faced by an enormous and precipitous economic crisis, making the issue of inequality more pressing than ever. Within this context, this course seeks to consider the challenges faced by the Gipuzkoan model of social cohesion in the new global crisis, with particular emphasis on two of the chief factors related to situations of inequality: the job market, on the one hand, and redistribution policies implemented through welfare state financial benefits on the other.
This will be the first of a wider series of summer courses on socio-economic and socio-cultural inequality which had already been planned by the Provincial Government's Finance Department and the Office of the Deputy General prior to the COVID-19 crisis, within the framework of the summer courses held at the University of the Basque Country. Following the outbreak of the pandemic in March 2020, the aims of the programme remain essentially the same:
Objectives
To present and analyse the characteristics of Gipuzkoa's social and economic model, which has yielded unquestionably positive results in terms of social cohesion and the prevention of inequality.
To address the issue of inequality from a multidimensional perspective that will take account of inequalities in income and wealth and also other manifestations of inequality (inequality in education, healthcare, political participation, territorial inequality, etc.).
To prioritise gender inequality and intergenerational inequality in all these areas, mainstreaming them where possible, by addressing these issues in relation to other more specific ones (job market, education, taxation etc.).
To address the issue of inequality from the perspective of both predistribution (education, job market etc.) and redistribution (taxation, financial benefits, etc.).
In addition, there is now a clear need to debate the policies that can and must be adopted in the Basque Country —and more specifically, in Gipuzkoa— to ensure that the current healthcare and economic crisis does not result in heightened inequality.

Mari Jose Aranguren is the general director at Orkestra and Professor in Economics at Deusto University. She has worked at Orkestra since its beginning in 2006. Mari Jose is a recognised expert in the area of competitiveness and territorial strategy, cluster and networks, and the analysis and evaluation of policies, having published several books and articles in specialised national and international journals of impact. She has vast experience in leading national and international projects in the research areas previously mentioned and has worked closely with different agents of the Basque Country. In December of 2016 Mari Jose received a special recognition from Harvard’s Institute of Strategy and Competitiveness for her career and contribution to territorial competitiveness. From 2014 to 2016 Mari Jose was a member of the Advisory Group for the European Commission as part of the Horizon 2020 programme, in the Societal Challenge 6 ‘Europe in a changing world – Inclusive, Innovative
José María Arranz is full Professor in the Department of Economics at the University of Alcalá. His main activities and responsibilities are teaching degree and master subjects on econometrics and carrying out research activities in the fields of applied labour economics, applied econometrics and impact policy evaluation. Published papers have appeared in international journals such as Labor Economics, British Journal of Industrial Relations, Journal of Economic Inequality, Transport Policy, Social Indicators Research, among others. He has also participated in projects for public institutions (Public Employment Service, Ministry of Economy and Competitiveness, etc.), international institutions (European Commission, Eurofound,etc.) and private institutions (Ramón Areces Foundation, Oxfam Intermon,etc.). He has been visiting researcher at University College London (United Kingdom), VATT (Finland) and Eurofound (Ireland).

LUIS AYALA CAÑÓN es licenciado y doctor en Ciencias Económicas y Empresariales por la Universidad Complutense de Madrid. Es Catedrático de Economía en la UNED. Ha sido Subdirector General del Instituto de Estudios Fiscales. Es miembro fundador del grupo EQUALITAS (Economics of Inequality and Poverty Analysis). Su labor investigadora se ha centrado en el estudio de la distribución de la renta, la política social y el mercado de trabajo. Es autor de varios libros y artículos en revistas nacionales e internacionales.

Nekane Balluerka Lasa
Graduate (1989) and doctor (1993) in Psychology from the UPV/EHU, both times with Extraordinary Prize, where she has been a professor since 1989. Vice-Dean of the Faculty of Psychology (2004-2006), Vice-Rector for Teaching Quality and Innovation ( 2006-2009) and Postgraduate Studies and International Relations (2012-2016), member of the University Commission for Teaching Evaluation (2007-2012), and member (209-2012) and president (2012-2013) of the Ethics Committee for Research and Teaching Practice with human beings of the UPV/EHU. Rector of the UPV/EHU (2017-2021). He directs the Qualiker research group (group A of the Basque university system). Visiting researcher at three foreign universities. He has participated in 51 research projects (in 14 as IP). Co-author of 124 scientific articles, 28 books and 10 book chapters and nearly 60 invited conferences and 200 contributions at national and international conferences. His lines of research focus on the methodology for the preparation and intercultural adaptation of psychological evaluation instruments, on multilevel analysis models and on the design, implementation and evaluation of programs to promote socio-emotional competencies.
Sara de la Rica, is Professor of Economics at the University of the Basque Country (UPV-EHU) and since its constitution in 2018, Director of the ISEAK Foundation. His area of specialty is the Labor Market, and in particular, labor inequalities caused by socioeconomic factors, sex, origin or age. She also deals with the analysis of poverty and the challenges of digitalization, and currently holds other positions such as Member of the Board of Iberdrola, Associate Researcher at IZA (Institute of Labor Economics) and Member of the Reflection Forum of AMETIC (Multisectorial Association of Spanish Electronics and Communications Companies). In 2018 Sara received the Award for «Basque Economist 2018, Ekonomistak Saria 2018«, awarded by the Basque College of Economists.
Michael Förster
Michael Förster is a senior policy analyst and economist at the OECD where he has been involved in successive OECD work on inequality, income distribution and poverty since more than two decades. Most recently, he led the 2018 OECD flagship report A Broken Social Elevator? How to Promote Social Mobility that provides new evidence on social mobility in the context of increased inequalities of incomes and opportunities, and the 2019 report Under Pressure: The Squeezed Middle Class. In the past, Mr. Förster has been working with international research institutes, such as the Luxembourg Income Study and the European Centre for Social Welfare Policy and Research, Vienna. He studied economics at the Universities of Vienna and Saarbrücken and holds a Ph.D. from University of Liège. Mr. Förster who is an Austrian citizen is member of several advisory boards of international research projects and author of various journal articles, research papers and book contributions, recently to the Elsevie
Miguel Laparra Navarro
Miguel Laparra, doctor en Sociología, es actualmente Profesor Titular de Política Social de la Universidad Pública de Navarra. Ha sido director del Departamento de Trabajo Social y de la Cátedra de Investigación CIPARAIIS. Sus líneas de investigación son: la exclusión social, la inmigración, el mercado de trabajo y la precariedad laboral, las políticas de inclusión, o la atención primaria en servicios sociales. Ha colaborado en el proceso de puesta en marcha y de evaluación de programas de rentas mínimas y de inclusión social y cuenta con múltiples publicaciones en diversas editoriales y revistas de ámbito nacional e internacional. Entre 2015 y 2019 ha sido Vicepresidente de Derechos Sociales del Gobierno de Navarra, introduciendo reformas importantes en las políticas activas de empleo, la política de vivienda social, la garantía de ingresos mínimos, los programas de inclusión, la atención a la infancia, a la dependencia o la organización de la atención primaria en servicios sociales.

Realizó sus estudios de Filosofía en la Universidad del País Vasco aunque su compromiso hacia la política ha estado muy enraizada desde su juventud. Su andadura en la política empezó a los 15 años de la mano de EGI Beasain y desde su adolescencia ha sentido la curiosidad y la necesidad de trabajar por la ciudadanía y por la construcción de un entorno vasco y cultural. Durante todos esos años ha desempeñado diferentes funciones dentro de EAJ-PNV. En las legislaturas 2007-2011 y 2015-2019 ha sido Diputado General de Gipuzkoa y desde las últimas elecciones de mayo, vuelve por tercera vez a la misma función, con el fin de trabajar a conciencia en los próximos cuatro años para conseguir una mejor Gipuzkoa.

SIIS Servicio de Información e Investigación Social
Licenciado en Ciencias de la Información por la Universidad del País Vasco (1991), tiene un Diploma de Estudios Avanzados (DEA) en Trabajo Social por la UPNA (2004). Trabaja en el SIIS Servicio de Información e Investigación Social de la Fundación Eguia Careaga desde el año 1996 y es director de ese centro desde el año 2007. Dentro del SIIS, ha participado en diferentes estudios e investigaciones sobre pobreza y exclusión social, dependencia, envejecimiento, discapacidad y drogodependencias. En esos ámbitos, ha dirigido la realización de diversos estudios, tales como Activación y derecho a la inclusión en el sistema de garantía de ingresos en Euskadi, La pobreza infantil en Euskadi, la serie de encuestas sobre Pobreza y Exclusión Social en Gipuzkoa o los estudios sobre la situación de las personas en situación de exclusión residencial en la CAPV. Ha coordinado también los diferentes informes del Consejo Vasco de Servicios Sociales sobre la situación de los servicios sociales.
