Creating cross-border university alliances as a driving force for border regions

Description

Universities, Euroregions, and other cross-border cooperation structures have been at the forefront of establishing strategies in higher education, research, and innovation. Their commitment to initiating smart specialization strategies at the cross-border level, supporting Euroregional student mobility, and promoting applied research projects significantly contributes to the creation of a truly integrated European Education Area.

However, the territorial impact of cross-border cooperation between higher education institutions faces numerous financial and administrative obstacles that prevent full development.

This workshop will explore the challenges and opportunities inherent in cooperation between universities and territories. Our speakers will highlight the added value of proximity cooperation in this field.

The workshop will address economic and academic interdependence in cross-border areas, emphasizing how geographical proximity facilitates collaboration between universities, businesses, and governments. The positive impact of this cooperation on the labor market and regional development will be discussed. Various testimonies and case studies will demonstrate the added value of proximity cooperation in higher education, highlighting its still under-utilized potential.

The workshop will feature an intervention by the European Commission and a discussion on higher education policy strategies in cross-border territories, with participation from representatives of the Government of Navarre and the Basque Government. Euroregions and cross-border university cooperation structures will be present to showcase their strategies, projects, and programs already developed in the field of cross-border university cooperation and their impact on the territories

Objectives

Encourage Cross-Border Collaboration: stimulate collaboration between universities and territories to strengthen academic and economic integration in cross-border areas.

Facilitate Mobility and Collaboration: develop strategies for student and researcher mobility, address financial and administrative obstacles.  Promote closer collaboration between universities and companies, fostering applied research projects and contributing to economic development.

Highlighting the Territorial Value of Cooperation: highlighting the territorial impact of cross-border cooperation between higher education institutions, seeking to understand and maximise its contribution to territorial development.

Promote Awareness and Change: raise awareness among the academic community and territorial actors on the added value of proximity cooperation in border regions, seeking to change perceptions and increase participation. Highlighting successful experiences of cooperation to change perceptions and highlighting the benefits and opportunities arising from these experiences.

Contribute to an Integrated European Education Area: actively contribute to the creation of a more integrated European Education Area, where cross-border cooperation is a key component for the academic and economic advancement of the territories.

Doble Licenciada en Derecho y Administración y Dirección de Empresa por la Universidad Pública de Navarra, y Máster en Asuntos Europeos en Sciences Po Paris. Tras una experiencia en el Parlamento Europeo, he trabajado como consultora de proyectos europeos en Euronet Consulting, centrándome en proyectos de ayuda al desarrollo en el ámbito de las infraestructuras y en CARSA, especializándome en la gestión de proyectos de innovación y transformación digital e industrial. Desde 2018 trabajo en la AECT Eurorregión Nueva-Aquitania Euskadi Navarra como técnica del área de empleo, innovación y formación.

Mathieu Bergé

Mathieu Bergé es consejero regional de la Región Nueva Aquitania, delegado de cooperación transfronteriza y Euroregión, de puertos y aeropuertos. Licenciado en Derecho con especialidad en ciencia política y Máster en Derecho y Asuntos Europeos (especialidad cooperación transfronteriza) y Post Graduate Certificate of Education (Reino Unido), ejerce junto con sus responsabilidades políticas, una actividad complementaria como profesor en la enseñanza superior. Con sus experiencias profesionales en gestión de crédito (Groupe Napali), gestión empresarial, ONG (Surfrider Foundation Europe) y enseñanza (British Council School Madrid, UPPA), Bergé ha desarrollado una carrera internacional, con un foco siempre creciente en la cuestión transfronteriza. Ex secretario general de la Comunidad de Trabajo de los Pirineos y ex presidente del Comité de Programación de POCTEFA, ha presidido, durante los dos últimos años, el comité ejecutivo de la Euroregión Nueva Aquitania-Euskadi-Navarra.

Adolfo Morais Ezquerro is Deputy Minister of Universities and Research of the Basque Government. He holds a PhD in Computer Science from the UPV/EHU, a Postgraduate Degree in Education from Canterbury Christ Church University, a Master's Degree in Microcomputing from Microsoft and a Bachelor of Science in Mathematics from the UPV/EHU.
