Description

The official languages of the course are basque, spanish and english. There will be translation service to follow the course in any of both languages.

In recent years, we are witnessing the emergence of new governance models that exceed those models characterised by closed, hierarchical, and unidirectional structures. These new governance models are based on a new vision of democracy: more collaborative, direct and interrelated.

New forms of open governance based on three essential pillars: transparency, understood as the promotion of accountability of the public sector to the citizenship; collaboration and cooperation with local residents, associations, other public administrations and companies; and both, the participation as a citizens’ right for the creation of public value as well as the active participation of citizens in the public policies design.

In the framework of Etorkizuna Eraikiz, the Provincial Government of Gipuzkoa presents this summer course, with the aim of analysing the different aspects of this ongoing transformation as well as the refectation and discussion about the policy challenges as an ecosystem for innovation.

Objectives

Political experimentation: creating public value.

Analyse the public value creation by the current challenges of policy as an ecosystem of innovation.

Compare and contrast the collaborative government trends.

Xabier Barandiaran

Xabier Barandiaran Irastorza es licenciado en Ciencias Políticas y Sociología y doctor en Sociología por la Universidad de Deusto. Actualmente es profesor titular del Departamento de Ciencias Sociales y Humanas en la Universidad de Deusto, donde imparte docencia en el campus de Donostia. Su actividad docente se concentra en los ámbitos de la Sociología y la comunicación pública. Sus publicaciones tratan principalmente de innovación política, gobernanza y capital social. Pertenece al equipo de investigación de Comunicación de la Universidad de Deusto. En paralelo a su actividad académica es asesor del Diputado General de Gipuzkoa y es Burukide del EBB y responsable de Innovación Política en EAJ-PNV.

Nací en 1973. Soy zarauztarra y euskaldun. Estudié Ciencias Políticas y Sociología en Deusto, y soy Master en Estudios Cooperativos y Gestión y Dirección de Empresas MBA. He sido profesor de economía en Secundaria en la Ikastola Ekintza de Donostia, los últimos años como responsable también de bachiller. Es una etapa que recuerdo con mucho cariño, de la que he aprendido mucho, y es en las aulas donde me veo a medio plazo. Hace unos años pedí una excedencia para incorporarme al gabinete del Diputado General de Gipuzkoa Markel Olano y en la nueva legislatura he asumido con mucha ilusión y responsabilidad la gestión del departamento de gobernanza y comunicación con la sociedad. He trabajado por conseguir un sistema político basado en la participación ciudadana, la transparencia y la colaboración. Una de mis principales preocupaciones, y la de EAJ-PNV, ha sido contribuir a reducir la brecha de desconfianza abierta entre la ciudadanía y las instituciones y partidos políticos.
